Requests the Secretary of Transportation to study improvement of transportation affecting the Crystal City and Potomac Yard Areas of Arlington County and the City of Alexandria. In conducting the study, the Secretary is requested to develop a plan that recommends short- and long-term transportation improvements affecting this area.
