Recapped tire standards. Requests the Department of State Police to study the need for state standards for recapped vehicle tires. There is considerable concern for the safety of drivers, passengers, and others on Virginia highways, if the recapping on tires fails while the vehicle is in operation, or if the driver experiences a loss of control of the vehicle.
