SUMMARY AS INTRODUCED:
Transportation of wastes on water. Directs the Virginia Waste Management Board to prohibit to the fullest extent, consistent with limitations posed by the Constitution of the United States and as is necessary to protect health, safety and welfare and the environment, the commercial transport of certain types of solid waste, by ship, barge or other vessel, on the navigable waters of the Commonwealth.
