SUMMARY AS INTRODUCED:

Informed consent and 24-hr. waiting period. Requires the informed consent of the purchaser to purchase a handgun from a dealer and requires a 24-hour waiting period before the purchase of any firearm from a dealer. The bill further requires that the National Rifle Association and Virginians Against Handgun Violence develop guidelines suggesting the nature and form of the informed consent required by this act, to be approved by the Virginia State Crime Commission and the Virginia Commission for Youth for implementation on or before January 1, 2000.
