SUMMARY AS PASSED:
Standards of Quality. Codifies, in Standard 3 of the Standards of Quality, the minimum staffing requirements for public schools which are currently included in the Standards for Accrediting Public Schools in Virginia;regulations of the Board of Education. Technical edits address errors regarding the phase-out of the Literacy Passport Test.
SUMMARY AS PASSED HOUSE:
Standards of Quality. Revises the criteria for the Standards for Accreditation (SOA) which are cited in Standard 3 of the Standards of Quality (SOQ) to set forth minimum staffing requirements for public schools. The bill codifies in the SOQ some of the features of the SOA which control both local and state funding. Technical edits address errors regarding the phase-out of the Literacy Passport Test.
SUMMARY AS INTRODUCED:
Standards of Quality. Revises the criteria for the Standards for Accreditation (SOA) which are cited in Standard 3 of the Standards of Quality (SOQ) to set forth minimum staffing requirements for public schools. The requirement to employ either a guidance counselor or a reading specialist at the elementary school level is amended to require guidance counselors; reading specialists in elementary schools would be optional at the discretion of the local school board. The bill codifies in the SOQ some of the features of the SOA which control both local and state funding.
