Closed-circuit TV testimony. Provides that testimony of a child victim in a criminal or civil case may be taken by closed-circuit television if the child witness was 14 years of age or under at the time of trial and if the child victim was 14 years of age or under on the date of the alleged offense and is 16 years of age or under at the time of trial.
