SUMMARY AS INTRODUCED:
School board salaries. Modifies the school board salary statute to provide that, in the case of school boards for cities, salary increases may be established before January 1 in any year when members are elected, to become effective July 1 of the same year. There are also technical amendments throughout the bill.
Amendments adopted in 1998 (HB 1047) clarified the procedures by which school boards may elect to increase their salaries. A local school board representing a county may establish a salary increase prior to July 1 in any year in which members are to be elected or appointed, or, if such school board is elected or appointed for staggered terms, prior to July 1 of any year in which at least one-half of such members are to be elected or appointed. These increases would become effective on January 1 of the following year. A local school board representing a city or town may establish a salary increase prior to January 1 in any year in which members are to be elected or appointed; the increase would become effective on July 1 of the following year. No salary increase may become effective during an incumbent member's term of office; however, this restriction will not apply if the school board members are elected or appointed for staggered terms.
