SUMMARY AS PASSED: (all summaries)

Charter; City of Norfolk. Specifies the city officers that will serve at the will of the city council. Currently, the city clerk, city attorney, city auditor and high constable serve four-year terms, and the city manager serves at the will of the council. Under the bill, those officers and the city assessor will serve at the will of the council. The bill also deletes language containing restrictions on the reasons for which and way in which the city manager may be removed from office during his first year of service. This bill is identical to SB 860.
