Claims; Thomas A. Garrett. Provides for the payment of $15,000 to Thomas A. Garrett of Louisa County. In 1983, Garrett purchased a 50 acre tract of land with an option to purchase an additional 44-plus adjoining acres. The Department of Health approved a permit for a sewage system at a site on the adjoining acreage in 1984, prior to Garrett’s exercising his option. Garrett renewed the permit once but stopped when employees of the Department told him he did not have to do so. In 1997, attempting to commence the construction process for a home, he discovered that he would have to get a new sewage system permit. After the Department denied the permit, Garrett had the option of installing a more expensive sand filter system and was told that the Department would cover the $15,000 cost of the installation and maintenance of the system. Garrett accepted the option but the Department subsequently changed its position.
