On the death of Elaine Hucles Brown.

WHEREAS, Elaine Hucles Brown, an early champion of the plan to establish Norfolk State University, died in Midlothian on January 10, 1999, at the age of 104; and

WHEREAS, Elaine Brown was among those in the Norfolk Federation of Parent-Teacher Leagues who promoted the revival of a plan to establish a Junior College Division of Virginia Union University in Norfolk, now Norfolk State University; and

WHEREAS, Elaine Brown attended Fisk University, Virginia Union University, Hampton Institute ( now University) and Norfolk State College (now University) and was recognized in 1986 as one of the oldest living members of the Class of 1911 of Virginia State College (now University); and

WHEREAS, honored by the Virginia Department on Aging as “a valuable resource to society” and the first recipient and inspiration for the department’s annual Elaine Hucles Brown Centenarian Award, Elaine Brown devoted her life to the cause of education; and

WHEREAS, Elaine Brown was honored by Virginia Union University for leadership and dedication to the cause of higher education; and

WHEREAS, active in many civic groups, Elaine Brown was a member of Planned Parenthood of America, Women for Political Action, Tidewater Area Council for Community Improvement, YWCA, the League of Women Voters, Federation of Colored Women’s Clubs, and the Women’s Club of Norfolk; and

WHEREAS, as a result of her work and determination, the doors of higher education were opened to countless numbers of Virginians; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with sadness the passing of Elaine Hucles Brown, one of Virginia’s finest citizens and most tireless activists for higher education, and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Elaine H. Brown as an expression of the General Assembly’s abiding respect for her life of service to her community.
