1999 SESSION
WHEREAS, William F. Webb, Vice Mayor of Leesburg, retired on June 23, 1998, after 35 years of service to the town of Leesburg; and
WHEREAS, Bill Webb moved to Loudoun County in 1959 and became a Leesburg resident in 1961; and
WHEREAS, in his career as district construction and maintenance manager for the C&P Telephone Company until his retirement in 1981, Bill Webb has had first-hand experience with the growth and development of the Leesburg area; and
WHEREAS, Bill Webb was appointed to the Leesburg Planning Commission in November 1962, when the town had a population of only a few thousand people and only one traffic light; and
WHEREAS, in the ensuing years while the population of the town has increased to about 27,000 and traffic congestion has become a major issue in Leesburg, Bill Webb has been working as the Leesburg representative to the Transportation Coordinating Council, which makes recommendations on the distribution of federal and state transportation funding in the area, and has helped secure more than $4 million in the past four years; and
WHEREAS, Bill Webb also served for 25 years on the town’s Board of Architectural Review in the 1960s, 70s, and 80s, serving as chairman for 10 of those years; and
WHEREAS, in 1990 Bill Webb was elected to the town council in Leesburg and was elected vice mayor in 1992, also serving as the town’s Cable TV Advisory Commission council representative since 1990; and
WHEREAS, Bill Webb’s service to and concern for the citizens and quality of life of Leesburg spans more than three decades during which time he has provided quality leadership; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend William F. Webb for his dedication and service to Leesburg; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to William F. Webb as an expression of its appreciation for his efforts and best wishes for a long, fulfilling, and well-earned retirement.
