AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to set forth the policy of the Commonwealth regarding the accurate and impartial presentation of Virginia history and treatment of historical figures by certain public institutions.

Be it enacted by the General Assembly of Virginia:

1. § 1. Presentation of Virginia history by certain public institutions.

A. it shall be the policy of the Commonwealth that the accurate history of Virginia be presented in the public schools, public institutions of higher education, and state-funded museums and historical institutions. Such presentation in the public schools of the Commonwealth shall be consistent with the applicable objectives of the Standards of Learning for Virginia public schools as established by the Board of Education. The governing boards of public schools, public institutions of higher education, and state-funded museums and historical institutions shall ensure that this policy is enforced, and, after prompt and fair inquiry, shall respond in writing to any written allegation of a breach of this policy by any individual subject to the authority of the public schools, public institutions of higher education or state-funded museums and historical institutions.

B. It shall also be the policy of the Commonwealth that the public schools and state institutions of higher education recognize and acknowledge honorably, equally, and without prejudice all individuals named in legal state holidays pursuant to § 2.1-21 of the Code of Virginia and those individuals honored by federal holidays that have been combined with such legal state holidays.
