WHEREAS, Charles S. McNulty III retired as Judge of the Twenty-sixth District Juvenile and Domestic Relations Court in September 1998 after more than six years of distinguished service; and
WHEREAS, Judge McNulty’s contributions to his community, his profession, and to the juvenile justice system in Virginia have been recognized with a Lifetime Achievement Award from the Family Law Section of the Virginia State Bar, the naming of the new Charles S. McNulty, III, Center for Children and Families of the Harrisonburg-Rockingham Community Services Board, and with many other honors; and
WHEREAS, Charles S. “Mac” McNulty III was born in Roanoke, Virginia, on July 11, 1945, the son of Charles S. McNulty, Jr., and Louise Glenn McNulty, was graduated from Patrick Henry High School and The University of Virginia, and served four years as an officer in the United States Navy; and
WHEREAS, in 1974, Judge McNulty received his Juris Doctor degree from Washington and Lee University, becoming the eighth generation of his family to attend the Institution since its founding as Liberty Hall in 1776; and
WHEREAS, Charles S. McNulty III entered the private practice of law in Harrisonburg, Virginia, with the firm of Hoover & Hoover and later with the partnerships of Ritchie & McNulty and McNulty & Moyer, where, in addition to the general practice of law, he exhibited a special talent for resolving thorny family law disputes through negotiation in the best interest of families and children; and
WHEREAS, Charles S. McNulty III served as Special Justice for Mental Commitments, Escheator, was a member of the Local Human Rights Committee of the DeJarnette State Psychiatric Hospital for Children, and was chairman of the State Human Rights Committee; and
WHEREAS, Charles S. McNulty III was elected juvenile and domestic relations district court judge of the Twenty-sixth Judicial District in 1992 and became chief judge of that court in 1996; and
WHEREAS, Judge McNulty significantly enhanced community response to domestic violence and family law issues through the organization of a broad-based Domestic Violence Task Force, and played a key role in the creation of the Harrisonburg-Rockingham Bar Association’s Family Law Section; and
WHEREAS, Judge McNulty advanced the practice of family law and jurisprudence on the state level with his service on the Abuse and Neglect Pilot Program for the Virginia Supreme Court, the General Assembly’s Task Force to Revise the Juvenile Justice System in Virginia, the Virginia Juvenile Judges Association Liaison Committee with the Division of Child Support Enforcement, and the Executive Committee of the Virginia Council of Juvenile and Domestic Relations Judges, for which he also served as treasurer; and
WHEREAS, in 1997, with Charlotte Vernon McNulty, his wife of thirty years, he received the first Outstanding Advocate for Child Abuse Prevention Award of the Child Development Clinic of James Madison University; and
WHEREAS, Mac and Charlotte are the parents of two daughters, Stephanie Vernon McNulty, a ninth generation graduate of Washington and Lee, and Claire McNulty Drewes; and
WHEREAS, Charles S. McNulty III was recognized by the Virginia State Bar for “unparalleled dedication and commitment to his responsibilities as a family law judge, unfailingly performing his duties with grace, wisdom, fairness, and pleasant demeanor, regardless of any personal adversity, thereby serving as an inspiration to those who work with him in any capacity;” now, therefore, be it
RESOLVED by the House of Delegates, That the House of Delegates commends Judge Charles S. McNulty III for his distinguished career and singular dedication and service to his community, his profession, and the administration of juvenile justice in the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Judge Charles S. McNulty III as an expression of appreciation for his years of service to the Commonwealth as a juvenile and domestic relations district court judge of the Twenty-sixth Judicial District.
