WHEREAS, Peggy Ann Ladd Winchester, the Associate Journal Clerk of the House of Delegates, retired on July 9, 1998; and

WHEREAS, a native of Fredericks Hall in Louisa County, Peggy Winchester graduated from Louisa County High School, attended Virginia Intermont College as a music major, and earned a degree in fashion design from the Richmond Professional Institute of the College of William and Mary; and

WHEREAS, in 1977, Peggy Winchester joined the House Clerk’s staff as a proofreader and became Journal Assistant in 1981, Assistant Journal Clerk in 1987, and Associate Journal Clerk in 1994; and

WHEREAS, Peggy Winchester served under House Clerks Joseph H. Holleman, Jr., and Bruce F. Jamerson and under Speakers John Warren Cooke, A. L. Philpott, and Thomas W. Moss, Jr.; and

WHEREAS, during her 21 years of service to the House of Delegates, Peggy Winchester assisted in researching, compiling, typing, proofing, and editing numerous publications and printed materials, including the Journals and Manuals of the House of Delegates; and

WHEREAS, Peggy Winchester earned a reputation among her co-workers for her attention to detail, love of history and of the Commonwealth, and interest in current events — which was augmented by television and multiple daily newspapers; now, therefore, be it

RESOLVED by the House of Delegates, That Peggy Ann Ladd Winchester be commended for her many years of dedicated service to the House of Delegates; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Peggy Ann Ladd Winchester as an expression of the House of Delegates’ gratitude and best wishes for a long and happy retirement.
