HOUSE JOINT RESOLUTION NO. 871
Commending Clyde W. Bowling.

WHEREAS, Clyde W. Bowling has served the citizens of Tazewell County and Southwest Virginia with great diligence and effectiveness for many years; and

WHEREAS, a member of the Civilian Conservation Corps in the 1930s, Clyde Bowling served in the United States Army during World War II; and

WHEREAS, a charter member of the Mountain Dominion Resource Conservation and Development Council, Clyde Bowling served as the organization’s cochairman from 1967 to 1983; and

WHEREAS, Clyde Bowling was chairman of the New River-Highlands Resource Conservation and Development Council from 1984 to 1988 and has served in leadership positions with the Virginia Association of Resource Conservation and Development Councils and the Southeastern Resource Conservation and Development Councils; and

WHEREAS, Clyde Bowling was named the Outstanding Council Member of the New River-Highlands Resource Conservation and Development Council and received the Distinguished Service Award; and

WHEREAS, Clyde Bowling is chairman of the Tazewell County Transportation Safety Commission, an organization that works to improve the safety of the transportation network in Tazewell County and Southwestern Virginia, and under his leadership this group was recognized by the Virginia Department of Transportation as having the Outstanding Local Transportation Safety Commission Program in 1986; and

WHEREAS, led by Clyde Bowling, the Tazewell County Transportation Safety Commission pioneered the local use of videos to demonstrate the transportation needs in Tazewell County before the State Transportation Board; and

WHEREAS, Clyde Bowling is an active member of the Tazewell County Council, a group of local government officials and members of business and professional organizations; and

WHEREAS, active in the Boy Scouts of America for more than 50 years, Clyde Bowling was scoutmaster of Troop 144 in Bluefield for nearly 30 years and received the Silver Beaver Award, scouting’s highest adult leadership award, from West Virginia Senator Robert C. Byrd; and

WHEREAS, an elected Soil and Water Conservation District director since 1978, Clyde Bowling has served as district treasurer since 1982 and has been active in the recent Clinch River cleanup campaign; and

WHEREAS, in recognition of his long record of service to his community, his role as past president of the Bluefield Virginia Business and Professional Association, and his outstanding leadership in correcting a dangerous road condition on Route 102 near Bluefield, Clyde Bowling has been honored by the General Assembly’s designation that the bridge on this project bear his name; and

WHEREAS, Clyde Bowling continues to impress the citizens of Southwest Virginia with his exemplary efforts to promote conservation and the wise and farsighted use of the Commonwealth’s natural resources; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Clyde W. Bowling for his ongoing contributions to the quality of life in Southwest Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Clyde W. Bowling as an expression of the General Assembly’s appreciation for his long and meritorious service.
