WHEREAS, Sanford Anderson Lipford, a prominent Bassett dentist for many years and a former colonel in the United States Army, died on July 25, 1998; and

WHEREAS, born in Richmond, Sanford Lipford was a graduate of the Medical College of Virginia Dental School, where he later taught for two years; and

WHEREAS, shortly before the outbreak of World War II, Dr. Lipford joined the Army Reserve, and from 1941 to 1945, he served on active duty in the Philippines and in the U.S., rising to the rank of colonel in 1946; and

WHEREAS, during the late 1950s and 1960s, Dr. Lipford served as chief dental officer and as officer in charge of Detachment II, 2174th Army Garrison in Martinsville and was responsible for acquiring a National Guard armory in Martinsville for his unit; and

WHEREAS, Dr. Lipford was also instrumental in establishing on-the-job training for the dental section at the Veterans Administration Hospital in Salem; and

WHEREAS, Dr. Lipford, who was a practicing dentist in Bassett for more than four decades, was recognized for his meritorious service in 1974, when he was awarded the Army Commendation Medal; and

WHEREAS, long active in his community, Dr. Lipford was a 40-year member of the Bassett Memorial United Methodist Church and was a member and former president of the Bassett Kiwanis Club, a former chairman of the Piedmont Dental Society, and a past president and longtime board member of the United Methodist Homes; and

WHEREAS, Sanford Anderson Lipford was married for 58 years to Lelia Mattox Lipford, and together they raised five daughters who are all prominent members of their respective communities; and

WHEREAS, Sanford Anderson Lipford leaves a lasting legacy of long and distinguished service to his profession, his community, the Commonwealth, and the nation; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with great sadness the passing of a fine Virginian, Sanford Anderson Lipford; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Sanford Anderson Lipford as an expression of the deep respect in which his memory is held by the members of the General Assembly.
