WHEREAS, there is substantial and credible evidence that William Jefferson Clinton, President of the United States of America, lied under oath during the taking of his deposition in the case of Paula Jones v. William Jefferson Clinton; and

WHEREAS, there is further substantial and credible evidence that William Jefferson Clinton, President of the United States of America, committed felonies by participating in a conspiracy with Monica Lewinsky and others to obstruct the due administration of justice by (i) providing false and misleading testimony under oath in a civil deposition before a grand jury, (ii) withholding evidence or causing evidence to be withheld, and (iii) tampering with prospective witnesses in a civil lawsuit and before a federal grand jury; and

WHEREAS, William Jefferson Clinton has disgraced the office of the President of the United States by subjecting our nation to scandal and by deceiving the people of this country through lies and misrepresentations; and

WHEREAS, the actions of William Jefferson Clinton are criminal in behavior and undermine his ability to be an effective national leader; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the United States Senate be urged to convict William Jefferson Clinton, President of the United States of America, pursuant to Section 4 of Article II of the Constitution of the United States and to remove the President from office; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to the President of the United States Senate and each of Virginia’s United States Senators in order that they may be apprised of the sense of the Virginia General Assembly in this matter.
