HOUSE JOINT RESOLUTION NO. 609
On the death of Julian Francis Carper.

WHEREAS, Julian Francis Carper, a Virginian who served as president of the state American Federation of Labor-Congress of Industrial Organizations for more than 15 years, died on November 1, 1998; and

WHEREAS, a native of the Frederick County community of Middletown and a graduate of Middletown Agricultural High School, Julian Carper began working at age 18 with the Textile Workers of America, serving later as president of Local 371 and the Virginia State Industrial Union Council, Congress of Industrial Organizations; and

WHEREAS, Julian Carper was actively involved in the movement to merge the American Federation of Labor (AFL) and the Congress of Industrial Organizations (CIO) in the mid-1950s and served as president of the Virginia AFL-CIO from 1967 to 1984; and

WHEREAS, in addition to his efforts on behalf of Virginia’s working families, Julian Carper served on the Middletown Town Council from 1984 to 1988 and from 1992 until his death; and

WHEREAS, Julian Carper served a term as vice mayor of Middletown and was chairman for the town’s finance committee; and

WHEREAS, Julian Carper leaves a legacy of service to his community, the labor movement in Virginia, and the working men and women who have benefited from his effective leadership; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with sadness the passing of an exceptionally talented and dedicated Virginian, Julian Francis Carper; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Julian Francis Carper as an expression of the high regard in which his memory is held by the members of the General Assembly.
