997125719RESOLVED by the House of Delegates, the Senate concurring, a majority of the members elected to each house agreeing, That the following amendment to the Constitution of Virginia be, and the same hereby is, proposed and referred to the General Assembly at its first regular session held after the next general election of members of the House of Delegates for its concurrence in conformity with the provisions of Section 1 of Article XII of the Constitution of Virginia, namely:
Amend the Constitution of Virginia by adding in Article X a section numbered 7-A as follows:
Section 7-A. Distribution of lottery revenues.
The General Assembly shall appropriate by law the net revenues of any lottery conducted by the Commonwealth to its counties, cities and towns, and the school divisions thereof, to be expended for the purposes of public education. The appropriation of lottery revenues to any county, city or town shall serve to increase the amount expended for public education and shall not serve to reduce the amount of the locality’s funding for public education that existed prior to the appropriation of such lottery revenues. However, the General Assembly may define by law specific conditions under which the amount of local funding for public education may be reduced notwithstanding such appropriation. The General Assembly may appropriate a portion of such net revenues for other purposes (i) by a bill with the one object of making the appropriation of lottery revenues and (ii) by a vote of four-fifths of the members voting in each house, the name of each member voting and how he voted to be recorded in the journal of the house.
