Requesting the Virginia Retirement System to conduct a comprehensive study of the impact of the divesting of all assets in any company that directly or indirectly writes, records, produces, advertises, markets, sells, or otherwise promotes any song, lyric, or other musical work that advocates, glamorizes, or explicitly describes acts of violence or illicit drug or alcohol abuse.

WHEREAS, the children and young adults in this Commonwealth are influenced by music and the music industry; and

WHEREAS, certain music glamorizes violent and illegal acts; and

WHEREAS, the Commonwealth should discourage the promotion of music that negatively impacts children and young adults; and

WHEREAS, the Commonwealth should be concerned about participating in the promotion of such music by the Virginia Retirement System's investment or potential investment in such music; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Retirement System be requested to conduct a comprehensive study of the impact of the divesting of all assets in any company that directly or indirectly writes, records, produces, advertises, markets, sells, or otherwise promotes any song, lyric, or other musical work that advocates, glamorizes, or explicitly describes acts of violence, including murder, rape, sexual assault, robbery, battery, illicit drug or alcohol abuse, and acts of sexual deviance, including necrophilia, pedophilia, or bestiality. The study shall assess the impact of such divestiture, both direct and indirect, as appropriate.

The Virginia Retirement System shall complete its work in time to submit its findings and recommendations to the Governor and the 1999 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
