Be it enacted by the General Assembly of Virginia:
1. That § 1-10 of the Code of Virginia is amended and reenacted as follows:
§ 1-10. The common law.
The common law of England, insofar as it is not repugnant to the principles of the Bill of Rights and Constitution of this Commonwealth, shall continue in full force within the same, and be the rule of decision, except as altered by the General Assembly. The law governing the conduct of any impeachment proceedings and prosecution following impeachment, whether conducted in the General Assembly or in the Congress of the United States, is incorporated into the common law of this Commonwealth.
