Be it enacted by the General Assembly of Virginia:

1. § 1. That, to honor and commemorate the New Year’s Day holiday authorized by § 2.1-21, the offices of the Commonwealth of Virginia shall be closed for the transaction of all business on Monday, January 3, 2000. Unless provided otherwise by the Governor pursuant to § 2.1-21, such offices shall be open for business on Friday, December 31, 1999.
