Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.1-114.5:02 as follows:

§ 2.1-114.5:02. Leave to assist at-risk youth service organizations.

The Department shall develop personnel policies allowing classified, nonprobationary employees to use up to eight hours of paid leave per year to perform volunteer work to assist any at-risk youth service organization. Such leave shall be in addition to other paid leave. For the purposes of this section, "at-risk youth service organization" means a nonprofit organization that is exempt from taxation under § 501 (c) (3) of the Internal Revenue Code and that provides support services and assistance to at-risk youth.

Such personnel policies shall (i) require an employee to receive the approval of his supervisor in scheduling the leave, (ii) require verification of the use of the leave authorized by this section, and (iii) provide that such leave not taken in the calendar year in which it was earned shall be forfeited. No employee shall be paid for unused leave authorized by this section upon termination of state service.
