Be it enacted by the General Assembly of Virginia:

1. § 1. That the Director of the Department of Environmental Quality shall not, prior to July 1, 2000, issue any permit for a new landfill which would accept municipal solid waste. However, nothing herein shall prevent the Director from taking action on and issuing any permit for which a notice of intent has been filed prior to January 1, 1999.

2. That an emergency exists and this act is in force from its passage.
