994168204Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Title 23 a section numbered 23-9.2:3.01 as follows:
§ 23-9.2:3.01. Educational costs borne by in-state students.
It is the intent of the General Assembly that the Commonwealth of Virginia make available to its citizens an affordable college education. Therefore, notwithstanding any provision of law to the contrary and subject to appropriations of the General Assembly, the governing body of each institution of higher education shall charge in-state undergraduate students at Virginia’s community colleges no more than twenty percent of their costs of education, and in-state undergraduate students at the other public institutions shall pay no more than twenty-five percent of their cost of education.
For purposes of this section, “educational costs” means costs of the educational and general major program areas, as calculated annually by the State Council and as provided in the appropriation act.
