994162204Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Title 23 a section numbered 23-9.2:3.01 as follows:
§ 23-9.2:3.01. Educational costs borne by in-state students.
Effective July 1, 2000, in determining rates to be charged undergraduate students for in-state tuition and fees, the governing bodies of the public institutions of higher education shall establish such rates so that such students will bear no more than twenty percent of educational costs at the relevant two-year institutions and no more than twenty-five percent of educational costs at the relevant four-year institutions.
For purposes of this section, “educational costs” means costs of the educational and general major program areas, as calculated annually by the State Council and as provided in the appropriation act.
