Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 32.1-170.1 as follows:

§ 32.1-170.1. Standby power required.

No owner shall establish, construct, or operate any waterworks or water supply in the Commonwealth without providing sufficient standby power capability to ensure that water may be treated and pumped continuously to the distribution system thereof.
