Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.1-399.3 as follows:

§ 2.1-399.3. Portion of capital project budget dedicated to the arts.

One-half of one percent of the budgeted amount for any capital project, whether financed by debt or otherwise, shall be dedicated to the Virginia Commission for the Arts for the administration, purchase and installation of public art.
