1999 SESSION
Whereas, on December 13, 1997, a Virginia State Trooper stopped Ronnell Wallace in a traffic stop; and
Whereas, while making an arrest a confrontation ensued between the Virginia State Trooper and Wallace which led to Wallace being shot; and
Whereas, on December 14, 1997, the State Police served Attempted Capital Murder warrants on Wallace, who was subsequently placed in the care of the Mecklenburg County Jail; and
Whereas, Wallace was transferred to the Medical College of Virginia Hospital Criminal Ward to receive treatment for injuries resulting from the shooting; and
Whereas, the medical bills from the treatment of Wallace totaled over $56,000; and
Whereas, the cost of the medical treatment related to the arrest was an unexpected additional expense; and
Whereas, the County has paid the entire amount of the medical bills, resulting in the depletion of the sheriff’s budget; and
Whereas, Mecklenburg County has no other means to obtain relief except by action of this body; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. § 1. That there is hereby appropriated from the general fund of the state treasury the amount of $56,000 to be paid by check issued by the State Treasurer on warrant of the Comptroller to Mecklenburg County, upon execution of a release of all claims it may have against the Commonwealth or any agency, instrumentality, officer, employee or political subdivision in connection with the aforesaid occurrence.
