A.1. Out of this appropriation, $1,300,000 the first year and $1,300,000 the second year from nongeneral funds is provided to support a program for preservation of local circuit court records. Allotment of these funds may occur only after approval by the Department of Planning and Budget of a program plan submitted by The Library of Virginia.

2. Included in this appropriation are 12.00 FTE positions to be specifically dedicated to processing and preserving the permanent records of the circuit courts pursuant to § 14.1-112, Code of Virginia.

3. The State Librarian shall report annually to the Secretary of Education on progress in the processing and preserving of circuit court records.

B.1. It is the intent of the General Assembly to relieve the 54-year backlog in processing significant archival, special and other historical collections before the year 2020. To address this backlog, $787,943 from the general fund and 17 positions are provided the second year.

2. The Librarian of Virginia and the State Archivist shall conduct an annual study of The Library of Virginia's archival preservation needs and priorities, and shall report annually by December 1 to the Governor and the co-chairmen of the Senate Finance and House Appropriations Committees of the General Assembly on The Library of Virginia's progress to date in reducing its archival backlog.
