The appropriation of lottery revenues to any county, city or town shall serve to increase the amount expended for public education and shall not serve to reduce the amount of the locality’s funding for public education that existed prior to the appropriation of such lottery revenues. However, the General Assembly may define by law specific conditions under which the amount of local funding for public education may be reduced notwithstanding such appropriation.
