That the provisions of §§ 30-19.12, 30-19.12:1, and 30-19.14 of the first enactment of this act and paragraphs A 6 and A 8 of Item 1 of the second enactment of this act shall prevail over paragraphs A 6 and A 8 of Item 1 of House Bill 1450 of the 1999 Regular Session of the General Assembly and that the terms of § 4-11.00 in that bill are not applicable with respect to the conflict between such paragraphs of that bill and such provisions of the first enactment and such paragraphs of the second enactment of this act.
