That the Secretary of Health and Human Resources, in conjunction with the Board of Social Services, shall facilitate a study of the application of the provisions of § 63.1-105.7 to determine (i) whether TANF recipients are circumventing the provisions of this article to obtain benefits for a child born more than ten months after the mother begins to receive TANF benefits and (ii) whether such provisions are related in a statistically significant manner, the birth and abortion rates in the TANF population. The results of this study shall be reported to the General Assembly prior to the beginning of the 2000 Session of the General Assembly.
