1999 SESSION
(HB2169)GOVERNOR'S VETO
Pursuant to § 6 of Article V of the Constitution of Virginia, I am returning without my signature House Bill 2169.
During a time of economic prosperity, I cannot support taking on additional debt for this purpose. This legislation authorizes an amendment to the biennial budget best considered at the beginning of a biennium, when the Commonwealth generally examines its capital investment needs and priorities. My administration has clearly made responsible stewardship of this great Commonwealth’s natural resources a priority, and will continue to manage our resources to maximize the effect and impact of every available dollar.
I therefore veto House Bill 2169.
