(HB2127)GOVERNOR'S VETO
Pursuant to § 6 of Article V of the Constitution of Virginia, I am vetoing House Bill 2127.
This measure is nearly identical to Senate Bill 363 which forty-one members of the House expressed strong reservations about during the 1998 Session of the General Assembly.
I remain unconvinced that the creation of the Unemployment Trust Fund Commission as a permanent legislative agency is the best course for the Commonwealth.
Passage of House Joint Resolution 589 in the 1999 Session of the General Assembly, to continue the work of the Joint Subcommittee studying the funding requirements of the Unemployment Trust Fund meets the needs of this legislation, without additional cost to the citizens of the Commonwealth that would result from the creation of another permanent agency.
Accordingly, I am returning this bill without my signature.
