Pursuant to § 6 of Article V of the Constitution of Virginia, I veto House Bill 2073.
The amendment to cure the constitutional concerns regarding this legislation expressed by both the Office of the Attorney General and the Division of Legislative Services was not adopted by the General Assembly. Because the constitutionality of this legislation is in question, I cannot sign the bill into law.
