2. That the provisions of this act, except for the third enactment, shall not become effective unless reenacted by the 2000 Session of the General Assembly.
3. That the Board of Health Professions shall review the restriction on the practice of optometry in a commercial or mercantile establishment as established in § 54.1-3205. The Board shall complete its work in time to submit its findings and recommendations by December 1, 1999, to the Governor and the 2000 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
