1999 SESSION
(HB1748)GOVERNOR'S VETO
Pursuant to § 6 of Article V of the Constitution of Virginia, I veto House Bill 1748.
The Senate and House adopted my recommendation removing fees from an identical Senate bill regulating municipal solid waste. As amended, Senate Bill 865 is identical to House Bill 2557 and Senate Bill 1309, which I have previously signed into law. All three of these bills provide for significantly more stringent regulation of municipal solid waste facilities in the Commonwealth to protect the present and future health and safety of Virginians and our environment. The legislation already signed into law achieves this goal without placing an additional tax on Virginia citizens during a time of enormous economic prosperity.
I therefore veto House Bill 1748.
GOVERNOR'S RECOMMENDATION
1. That the Amendment in the Nature of a Substitute (996840811) be accepted.
