SUMMARY:

Public school construction funding; Commission on State Funding of Public School Construction. Establishes a mechanism for distributing the funds appropriated to local school divisions for public school construction in fiscal year 1998-1999. The funds will be allocated and distributed by the Board of Education through the Virginia Public School Construction Grants Program. In fiscal year 1998-1999, the funds will be distributed so that each school division receives a grant of $100,000, and the balance of the funds will be distributed among the school divisions on a pro rata basis according to the school division's average daily membership, adjusted for half-day kindergarten enrollment, and further adjusted by the locality's composite index. Funds appropriated for school construction during subsequent years are to be distributed among school divisions in accordance with eligibility and needs criteria to be established by the 1999 Session of the General Assembly. In developing such criteria, the 1999 Session of the General Assembly shall consider the recommendations of the Commission on State Funding of Public School Construction, which is established by this measure. The Commission is directed to recommend to the General Assembly (i) a statewide method for assessing and quantifying the public school construction and renovation needs of local governments and (ii) specific eligibility and needs criteria to govern the disbursement and apportionment of funds to local school divisions under the Virginia Public School Construction Grants Program.
