SUMMARY:

States' ability to amend the United States Constitution. Memorializes Congress to approve House Resolution 84 (105th Congress), which proposes an amendment to the Constitution to allow two-thirds of the states to propose a Constitutional amendment without convening a Constitutional Convention. If the Congress failed to disapprove such an amendment by a two-thirds vote, the amendment would return to the states for ratification. If ratified by three-fourths of the state legislatures, the amendment would become part of the Constitution.
