Memorializing Congress; ERISA. Advises Congress of the General Assembly's support for pending federal legislation to modify ERISA to avoid preemption of states' jurisdiction of determinations affecting the quality of medical services and the rights of citizens to seek redress against managed care organizations and insurance companies for wrongful denial or delay in providing necessary medical care.
