SUMMARY:

Primary health needs assessment for persons with mental health problems. Requests the Commissioner of the Department of Health, in cooperation with the Department of Mental Health, Mental Retardation and Substance Abuse Services, to conduct a comprehensive assessment of the primary health care needs of persons with mental illness, mental retardation and substance abuse problems.
