SUMMARY:

Delivery of mental health, mental retardation and substance abuse services. Expresses the support of the General Assembly for the continued development of a performance and outcome measurement system (POMS) for the delivery of mental health, mental retardation and substance abuse services and, once revised, for the inclusion of such measures in the community services boards (CSBs) and state facility performance contracts.
