SUMMARY:
Innovative school funding methodology. Establishes a joint subcommittee of 13 members to study school funding. This resolution makes note of the crucial need for school construction in Virginia and the estimates of costs that go as high as $8 billion. The Commonwealth presently operates two debt mechanisms, the Literary Fund loans and the Virginia Public School Authority.
