SUMMARY:

Health and related insurance for state employees; State Plan for Medical Assistance Services; accident and sickness insurance; prostate-related procedures. Requires health care coverage companies (including health insurers and HMOs), together with the health care coverage plan for state employees and the state plan for Medicaid, to provide coverage for PSA testing and digital rectal examinations to persons age 50 and over and to persons age 40 and over who are at high risk for prostate cancer according to American Cancer Society guidelines. These tests and examinations are conducted for the purpose of detecting and treating prostate cancer. "PSA testing" means the analysis of a blood sample to determine the level of prostate-specific antigen.

The provisions of this bill are not applicable to (i) short-term travel, accident only, limited or specified disease policies other than cancer policies; (ii) short-term nonrenewable policies of not more than six months' duration; or (iii) Medicare policies or contracts or any other similar coverage under state or federal governmental plans.
