Economic and Employment Improvement Program for Disadvantaged Persons. Creates a grant program to improve the employability of, and provide assistance to, disadvantaged persons through education and skill training. This is a recommendation of the Joint Subcommittee Studying the Status and Needs of African-American Males in Virginia.
