SUMMARY:
Study; All-day kindergarten. Establishes a nine-member joint subcommittee to study the efficacy and appropriateness of requiring all-day kindergarten in the public schools of the Commonwealth. The joint subcommittee is to consider, among other things, current kindergarten programming in the Commonwealth; projected enrollments and space needs under current practices; the effect of half-day kindergarten programs on at-risk students who have previously benefited from full-day state-funded pre-school initiatives; any staffing, infrastructure, and scheduling concerns; and the fiscal and policy implications of requiring an all-day kindergarten program. Referred by Speaker's letter to the House Education and Finance Committees to conduct the study.
