SUMMARY:

Study; Minority teachers. Establishes a joint subcommittee to study ways to recruit and retain minority teachers. In conducting its study, the joint subcommittee is to determine the number of minority teachers in Virginia's public schools vis-?-vis a demographic profile of students in the public schools, ascertain whether institutions of higher education will be able to produce a sufficient number of minority teachers to meet the demand, identify those factors which contribute to the declining number of minority teachers, review federal and other states' initiatives and programs designed to attract and retain minority teachers, explore ways in which obstacles to their recruitment and retention may be addressed, recommend appropriate and feasible alternatives to increase the supply of minority teachers in the public schools in the Commonwealth, and consider such related matters as the joint subcommittee may deem appropriate.

During the course of its study, the joint subcommittee shall confer with the Virginia Education Association, the Virginia Black Education Association, the National Council of Black Educators, the Advisory Board for Teacher Education and Licensure, and other public and private professional and community organizations to assist it in the furtherance of its work. Referred by Speaker's letter to the Commission on Access and Diversity to incorporate this issue into its study.
