SUMMARY:

Access and Diversity in Higher Education in Virginia. Continues the Commission on the Impact of Certain Federal Court Decisions on the Commonwealth's Institutions of Higher Education as the Commission on Access and Diversity in Higher Education in Virginia. The Commission is directed, among other things, to (i) carry out, provide leadership for, and coordinate the post-conference activities, including the development of an African-American Education Blueprint for the 21st Century to improve the education and academic achievement of African-American students in Virginia; (ii) monitor relevant federal and state litigation and court decisions; (iii) continue its consultation and collaboration with the U. S. Office for Civil Rights to provide legislative representation and oversight during the civil rights audit and the federal identification of vestiges of the dual system of higher education; (iv) conduct a state examination to identify any vestiges of the dual system of higher education, including retaining a consultant in accordance with the Virginia Procurement Act to assist the Commission in this effort; and (v) identify and review all preferences other than race used in the college admissions process.
