SUMMARY:
Study; Tax credits for private school tuition or home instruction. Requests the Departments of Education and Taxation to study the efficacy and appropriateness of granting state or local tax credits for private school tuition payments and home instruction. The Departments shall consider, among other things, (i) existing tax credits in the Commonwealth and tax benefits for private and home instruction in other states; (ii) current and projected enrollments for public and private schools and home instruction in Virginia; (iii) pertinent state and federal constitutional issues; and (iv) the financial and policy implications of implementing a tax credit or deduction for private school tuition payments and home instruction in Virginia.
